An Exarch is an imperial official appointed by the Sovereign to govern an Imperial Exarchate. They wield supreme civil and military authority within their territory in the ruler's name, answering to both the Sovereign and the Imperial Senate - a position of authority comparable to The Prime of the Imperial Council.

Their chief responsibility is to establish order and ensure the compliance of local denizens with Imperial law. Unlike provincial governors, an Exarch is not subject to oversight by provincial officials; the Exarchate falls entirely outside the provincial hierarchy.
